Reinforce the military, Reborn of Japan
Throughout history, strong nations had strong military. Strong military enables imperialism, and leads to further development. Look at Britain. They have the world’s strongest navy, and don’t you see how this is all connected?

Look at China. China had rich culture and huge land. But how much do they have control of what they used to have? None! They were conquered because they were not prepared with foreign attacks. Their military wasn’t strong enough to fight back the Europeans! We are no different. We need to become like the Europeans.

To have a strong navy, we have to have one united army. Thus, the samurai system must be overthrown. Having too many private armies in one country leads to internal collision, which is a waste of power. We also need to follow using Europe’s modernized weapons and their military bureaucracy. We need the army like the Germans and the navy like the British.

1) A government by a body of cabinet ministers who are chosen from and responsible to the legislature and act as advisers to a nominalchief of state.
2) The principle or policy of maintaining a large military establishment.
